Saws only do 15. 20 is fairly high as far as available weapons go. For reference cleavers also deal 15, an edagger does 18 and chainsaws do 24.

Another thing I'd like to mention, isn't naming yourself "Unknown" also not the best move? It's probably not what they intended but the unknown title is an in-game mechanic. Normal players can't name themselves unknown, even with an agent ID.
