I didn't have much problems with nerfed pen. You just have to be more considerate, prick in more secluded areas if you can, and try to stop your target from running too far away. Disarming, tabling helps.

I don't mind it. It's not an instant kill anymore, even without c4.

If you want objectives to matter, create some sort of public scoreboard that would tally up greentext. Bitches love scoreboards and epeen waving, and it would have added benefit of preventing murderboner with objective to reduce collateral damage.

Make it capture the flag. Agent that gets the documents of opposite side has to send them to Syndicate HQ somehow, who wins gets the Nuke Ops raid sent on the station.

What if we split melee damage into more subtypes, i.e. blunt, cut, pierce or something. Same with bullet damage: HP, FMJ. Default revolver ammo could be Hollow Points, less effective against armor, more effective against flesh.

How about instead of removing Tommyguns completely, enable them only after takeover countdown started. And maybe make them bit cheaper.

Is the dominator coutdown even binary, i.e. either gang takes over or they don't and game ends, or does the round keep going even if they lose?

That's dumb. Gangs are IC knowledge, like every game mode. If gang presence is confirmed, you best be sure every person wearing GANG COLOURS will get frisked.

I guess with the "dominator" or whatever it's called, tommy guns make more sense. Still i'd like to see more emphasis put on melee and improvised weaponry. Maybe give them unique crafting recipes. Maybe give them some kind of expensive prototype weapon that disables loyalty implants.

Those Tommyguns are ridiculously strong, stronger than LMG probably. What was the reasoning behind them? It's not like stechkins are inadequate for gang on gang violence, are they meant to be used on sec? Doesn't that go against the spirit of the mode?

Make gauze the only way to stop bleeding (except maybe CPR). Gauze on wounded limb stops bleeding temporarily until healed. Problem solved. Maybe make some ghetto gauze to temporarily top bleeding as well, from sheets or paper.
