Dynamic can be tuned to a much greater extent than secret can, per server. The powers that be dont wanna be the ones to do it though, take it up at the next headmin election which is pretty close.

I dont see why you would be. You are an antag from the moment you are made an antag, and prior to that you are just a mind in a list. If you die, go to lavaland or whatever you wouldnt be turned into a headrev.

There is a button on the APC but its access locked defeating the point entirely. Some maps like box also dont have APC's easily accessible, so this isnt always a good solution.

I dont think the "shuttle will arrive in x minutes" is a good thing, as I mentioned earlier it makes the shuttle not very reactive. It forces people to call the shuttle in case they cant handle the threat instead of calling it when its clear they cant handle the threat.

Just make (invasive) surgery give you a hefty mood debuff if you are awake. You could always use the sleep verb too. A mood penalty will not make people accept going under anaesthesia. If you want organs to not decay, stasis beds or formaldehyde. There is a small amount of formaldehyde in epi pens, so stabbing a corpse prevents decay entirely.
