This is indeed a case of policy lagging behind game development, the AI core can be used to subvert an AI by hitting it with a law board, and as such it has (generally) defacto held the same protections as the upload for a while. Policy will be updated to reflect this.

Is this LRP or MRP you are referring to? On LRP infrastructure is fixed by the crew because they have no limits on where and what they can do.
