FWIW the original reason they were turned on was to make assistants less anonymous and easier to track. Detective forensics, and just visual identification are made a lot easier when everyone isn't wearing similar clothing.

I think an escalation policy like this would allow for bwoinks over very minor offenses, encouraging ahelping minor crimes like assault and theft versus sorting it out IC.
