It's called Toggle dead OOC and it's the fastest way (out of selectively muting shitters) to stop flame, harassment and shitposting dead in its tracks. It also doesn't give an announcement unlike regular OOC mute so normal, living players would just see OOC suddenly become a calm and friendly place...

This is more of a code than policy issue -- ideally the medical and cloning systems would be such that killing and cloning would be an unattractive last resort option, not the other way around.

for what it's worth, we don't have revitiligo anymore, and part of the reason I replaced it was because of situations like this; it essentially existed as ban bait, and instead of banning everyone for taking it why not just remove the bait

This isn't a binary thing. There are degrees of securing the armory, and right now I do think wardens are a bit overly restrictive. The armory is supposed to be one of the most difficult areas of the station to breach and/or steal from.
