Yes, you can absolutely be 100% certain someone is a changeling, by catching them draining somebody or seeing them transform. Any headgear removes the drainbamage from the bible, including papers. A proactive chaplain with a MEDHUD and a bible full of papers can heal infinitely at no cost.
