I believe on the wiki (space law?) it says sec can use the gulag as an alternative to brig, with the ratio being 100 points = 1 minute, but it suggests you only do it on 'serious criminals'. The problem is cyborgs can't set up all of the engine by themselves due to lack of hands. They fail at filling tanks with plasma and putting them in collectors.

A little known fact is that you can hack the PA. One wire, if cut, will disable interfacing with the PA. Doing this completely blocks out the AI, most borgs, and a lot of people.
