The only time I saw Russian spoken on SS13 was when we set up a version of OpenSS13 Old Station and some Russians came on. To me, their speech was just ëêđßëêđßëêđß because I don't share the ASCII standard with them, and lack Cyrillic on it.
Then again, I did use the old thorn character (þ) in text somewhere and it worked, so I guess it works off of utf-8 now? I don't know though. OpenSS13 code couldn't parse use-entered Cyrillic, I don't know whether modern SS13 can. I'd assume it can.
