Make it a pref or a button in the top left dropdowns (this isnt hard) other than that this is good thx

by default it defaults to server FPS which should be 22fps

Just so Goof doesn't try to use this for his headm- oh wait, nevermind.
This feature was added into Byond itself, goof did nothing but give you a button to change it.

i also did code and sprite changes to make use of it to make things look prettier
