Ling Debuff? Ling Debuff.
I ain't no coder, but, I see a lot of people salt in deadchat about lings as OP. I mean, they can regenerate from wounds, get up instantly, etc, so, here goes my thought on the matter;
Idea for Lings; Debuff chemgen some, to 1/2 rate.
Give only succ and one selected power at round start.
Moar power? Succ more.
Succ moar grants chem boost of up to 50% of new present baseline in this, up to +150% chem gen boost for 10 minutes per succ.
Too much succ(more than 3 in a 30 minute period) causes unstable form and excess chem production that is obvious when it's dripping out.
Chem drip, unstable form can be hidden by hardsuits and bio/radiation suits with appropriate footwear(magboots, galoshes, maybe jackboots)
Nothing else would need changing. No hard debuffs in code, just adjust chem generation rate, something akin to succ = ayy experiment for powers and chem generation, and a penalty for being a fatty sorta like morphlings gorbling their speech or looking slightly off.
If their chemical reserves can support it, they can keep doing what they do, but they have an endurance issue to contend with, as well as a reliance on doing their thing to do their thing impression.

Lings would be really boring if they started with a single power and had to rely on finding braindead assistants to farm towards being able to do anything. Took only mute sting? Your target will just bail when you start hitting them. Took armblade so you can actually knock down your target fast enough before they run? They can push you over or shout for help and your round is over when you get tased. Took adrenals to deal with taser? Now you have no killing power and people can get away from you even easier.
Remember that there is a roundstart (sometimes) coordinated team of perfectly trustable guys with one hit kill guns/grenades/melee weapons and so the antags have to be all kinds of bullshit to stay threatening in the face of that
I agree lings are probably overpowered right now, especially coming in teams and with a 30 second full heal from death, but what you are proposing goes way too far.

I feel like the instant clothing change was probably a step too far, its almost impossible to keep tabs on a ling now whereas before it was fairly easy since full clothing changes are time consuming and leave you exposed.

Just remove revive, or limit it (like, twice in a round) and suddenly lings become less of an issue.

Changeling as a concept has been thrown around for years as a difficult to balance game mode/antagonist.
I still believe the best path forward for the antagonist is to emulate Goonling as much as possible, as I still think that version of Changeling is one of the better implementations of the antagonist, and better than whatever we've had.
The changeling we have now is simply an organic Traitor/Mini Wizard that has no incentive to act even similar to its original namesake (the Thing) and will just go loud, and succeed as all its powers reinforce that.

It's depressing to see the endgame report and nearly every changeling is alive and well while every traitor is dead or in perma. Lings have so many tools and with the addition of having "team mates" there's just no consequence for fucking up as one.

There's absolutely no reason to out/kill your fellow ling brothers, and that's the problem. If they don't kill each other, they team up, and the only thing harder to kill than a ling is a ling with 2-3 buddies a scream away.

I mean teamwork is great but there should be at least a decent chance of betrayal introduced to the mix, 'cause otherwise effortless, boring slaughter becomes the norm. Lings have effectively no reason to kill each other at all, so there's no reason NOT to team, barring you just not wanting to do it.
