I played a GURPS game with one of those on the team (or rather, a peoplerat.)

Actual cats as a race.

TK by default, but they can't wear goggles or have their DNA modified so no xray.

Let them have a belt slot even without jumpsuits for some storage.

1 hand, their mouth, if they need to equip internals they're basically neutered
