Cult Round Constructs

The ability for Security or any non cult to use soul stones and make constructs makes very little sense. They are using dark magic and either should be converted to the cult or shouldnt be able to use the dark magic. This is also against NT law and they are loyalty implanted so how can they even consider such actions?
