Make reclaiming parts restore plumbing constructor matter

I think, when reclaiming i.e. a chemical synthesizer, the metal used to construct it should be returned to the plumbing constructor.

Not much else to say. I'm toying with plumbing now and it seems it consumes matter instead of returning it, which seems incredibly counterproductive and a complete waste of materials.
