If the majority of players not only actually get up their asses and voted for something, but actually voted for restarting the server and erasing their progress, something must have gone seriously wrong and server should restart.
Bring back papercult.

Insane, or it could just be, you know, salt. If an admin is on and you want them to restart the server, whether it is due to grief, bugs, etc. Then bug them to do it. If they say no, then thats that. A server shouldn't automatically restart when an admin is on.

Honestly, what I want more is for people who don't vote to not be counted. If half the station is AFK, they shouldn't be included as votes for "let's remain on the station".

You all realise this isn't an "End the round its boring", this is an "RESTART the server is broken and no admins are online".

Just because a bunch of salty players are in deadchat shouldnt mean they have the power to just go "Screw everyone, I want a do over". Or as we used to call it "I ded, plz restart".
