For the most part, you don't need to do much, starlight is mostly dynamic, but there is one thing you need to change.

See the little 3x3 room that is 100% bright in the first one, but has proper spacelight in the second one.

Doing this is as easy as using the area /area/space/nearstation instead of /area/space on areas that have floor tiles in them that are in space.

This new area will turn dynamic lighting on only if starlight is enabled. do not be excessive about applying it, space tiles in it still have 100% brightness, but will still attempt lighting calculations. So making all of space use this area would cause excessive amounts of lag, and prolong world start excessively.

At some point I'll work on making this automatic for tiles in space with floor tiles or plating in them

Just set lighting_use_dynamic to DYNAMIC_LIGHTING_IFSTARLIGHT (2) rather than DYNAMIC_LIGHTING_DISABLED (0)

It will turn dynamic lighting on if starlight is enabled, or off if it's not.
