If the HoP's a traitor and they're captain because the captains dead/there is none.

Then sec will generally do whatever they say.

Yes, cargo is a department, not a team, you are not expected to blindly follow a department head that asks you to break space law and the chain of command

Other than that it wildly depends from context and escalation, getting in a scuffle with sec is probably fine, chucking bombs into the brig just because your head of staff asked you to will probably get in trouble

No if you manage to use subterfuge and deceit and they fall for it.
