Nations is great in theory, but you swiftly start adding restrictions. A true nations round always ends up with greyshirts murderboning, sec going door to door and engineering turning off power, comms and atmos. So, you add restrictions. Declaring war, for example. But if you add restrictions to ensure it's not just murderbone round, you swiftly lose the nations aspect. You just end up with a bunch of departments being slightly more isolationist and a few people shouting about nations.
