There's no such thing. In actuality, an admin (or more commonly, a trialmin) keeps watch of Engineering. If someone does the arcane steps to try and set up the SM, they press an admin button that says "make power work". If nobody does, after a random time limit - or if they just don't like your face, they press the "begin delam" button.
