Nanite exo-locomotion

I've been playing a lot with nanites and have it mostly figured out. I'm just trying to figure out some of the finer details like why I cant get the EXO-locomotion to work. i have a human subject with 500/500 nanites and exo-locomotion active, yet when I place another subject next to them nothing happens and there is no colony formed in the second subject. what am I missing here?

These things aren't terribly effective from what I observed. When I messed around with it on campbell, I did the same thing and had an infected chained up next to a human shell. I waited for 5 minutes and left without detecting an infection. When I came back 3 hours later, then they were both infected. This thing needs to be a whole lot more potent to be practical, and I think it slips under the radar of all the coders, because nobody but you and me ever used it.
