The powers are actually pretty useful- it's just three things that make it impractical.

1) Power cost increases as you go up the power tiers.
2) Your only way of regenerating psi-power-points is psi hypos.
3) As you increase in your psi powers, although your maximum number of psi points increases, the number of psi points restored by a single psi hypo is completely unchanged.

There's just not enough ammo to go around for the psi powers. That was probably the best change made by Bioshock- EVE hypos replenishing your full pool, rather than a set amount of points.
In game, I play the A.I Firmware, the French cyborg C.U.R.I.E, Aubrie Allen, and the lizard scum Skulks-Through-Maintenance.

Psi only has usefulness for utility. Like Psi healing.
