I see people playing this from time to time on Steam. It's usually 15 bucks but it also goes on sale sometimes so I'm wondering how worth it is it to get and how runnable is it on a laptop? Meaning, no fps problems, optimization, etc

It's pretty easy to run, at least the graphics etc are fairly basic, only problem is draw distance is an actual game mechanic so there's no way to reduce it or anything.
I didn't enjoy it too much, maybe that was cause I wasn't sure what was going on a lot of the time. HUD-lite games are good and all, but at a certain point you need a bit of direction as to what's actually happening. Additionally, it just feels kind of cheap, I'm not sure why. Might be good with a group of people tho.

Pretty much all you need is a gunner with a mic and a helmsmen with a mic. Engineer has no need.

Helmsmen to set the target and get you into range, gunner to call out flight adjustments to keep the guns within their POV
