Admins have historically been permitted to temporarily mute OOC players for being disruptive. I would classify "ordering another player to leave the server while spamming 5 lines in a row in OOC" as disruptive.

If this isn't a serious complaint, then why make it?

you were muted for 5 minutes for spamming ooc. admins are allowed to make calls on when someone is being overly disruptive and whether or not to temporarily mute or remove them from the space.
