Because deadchat is an OOC channel that can only be seen by the dead, the observing and (sometimes) the magicians, and admins are not forbidden from doing such things. As for why not ahelp, I asked in deadchat, and there was no reason to reply in ahelp, I guess.

He is not referring the OOC chat that is visible to all players regardless of them playing an IC role or not.
