Nope. While there is no actual number, i would say there is much, much more, like trillions at least. There might be billion planets with humans on them for what i know.

They are sentient, civilized races. Can't they put aside differences in face of extinction? It's like assistants bashing each other heads with toolboxes while there are nuke ops on station.
Imperium hates alien races, because Emperor said so, and because Xenos tend to murder every human they see. Tau are opressive commie fucknuts that would be more than happy to ally, but only if everyone else accepts their rule. Eldar are exceptionaly proud and think Humans are slow moving idiots (which, when compared to them, we usually are) so they only agree to stop fighting when there is no other way. Also because it's WH40k and that would not enough Grimdark. Also advancing the story which is strictly forbidden.

The Emperor wants them to submit to humanity but since their heads are up their ow asses its time to end them. If the tau were to 180 and bend a knee to the Imperials when the Emperor was walking about they would be with them at an arms length at most. Go see jokros

Aka essentially slavery.
Jokaeros are different because
a) they are retardely rare.
b) they have retardely superior engineering skills right from birth so if you want to capture one you have to get through 2030230230230 rings bracelets and shit that kills you dead (their rings count as multi-meltas, heavy flamers, lascannons, grav-guns, gauss and pulse-rifles AT THE SAME TIME GODDAMNIT WHAT THE FUCK IS THIS).
c) they usually know everything about every race technology, so any prison you may have is temporary.
d) they are distrustful fucks so you can make them work with you only if you give them something they want.
e) they are essentially animals. That means except their superior knowledge of sciencey things, you can't really make them work with you more than you can with regular monkey.
So they don't really "knee to Imperials" they just work for them from time to time. They are not "inside" Imperium, they are... somewhere else. (Unless there was some new source or something i may have not read that says they are, in that case, well derp).
