Sure you don't have to literally kill everyone, but don't you need to at least have enough firepower to keep them from murdering you after you start bashing the launch terminal (and get the ID access to open the command room - probably by shooting someone with the access, kill everyone in the command room, then maybe kill the borgs and people who come in and try to lynch you after this).
