Do people always pursue conflict even when the other side doesn't want to?

If im interesting in starting a conflict, I'll goad without escalating. If they can keep a clear head and walk away then there is no conflict to be had. If they can't keep their cool and then escalate, games on.
If they didn't want to fight, shouldn't have stuck the first blow.

On the opposite side of the coin, a line like "I dare you to say that again motherfucker" lets people know that if they continue to prod at you, you are going to escalate. If they don't want that they should disengage.

I'll speak for myself on this matter:

The few times I still play, I do it mostly on manuel, where my ping is pretty high. I also strongly dislike the melee combat system in many ways, so I avoid starting fights and direct one to one engagements whenever possible. However, conflict does not have to be restricted to a single combat engagement, there are other means to get back at someone. In any case, I am always aiming for at least an even, and I am extremely careful in how far I am pressing a conflict, because I have little trust in the admins to handle the case fair.
