Any clothing with armor now has scaling slowdown

Right now, armor is meaningless, you can just wear it and have no downsides whatsoever, this is boring and unengaging.
by applying a scaling slowdown based on defensive values, we can make combat altercations more fair and fun.

furthermore, armor slowdown will make armor more meaningful, as the player will have to make a choice between being unarmored but fast or armored but slow. it will give players a choice of sacrificing movespeed for protection, like "good thing i sacrificed my speed for protection, i woulda died if i didnt" and "i shoulda put on that armor vest and give up speed, i wouldnt be dead from that bomb if i did."

armor slowdown will make combat altercations more interesting, say you have an engineer target, you are wearing an armor vest, you try to attack them but they run away, forcing you to discard your armor and pursue them opening up an ambush or trap.

this will give reasons for roles such as security or the captain to not wear their armor as it slows them down, increasing gameplay diversity and making hollowpoints more effective against security or the captain.

slowdown is basically death in this game. I have recently put a good bit of effort into removing a newb trap that basically just relied on slowdown.
this'd just make that problem worse, seems like a bad idea

Jumpsuits have armor, most exosuits like labcoats have armor, sec jumpsuits and chameleon ones have armor. Some shoes like combat boots have armor too

Slowdown is un-fun because movement is such a powerful combat multiplier, evading gunshots and melee attacks relies wholly on this.

Changing clothing items to fit a situation sucks because item slots are clothing-dependent and changing clothes means you have to do 52 pickup to re-equip all your other stufff.
