Allow complaints about forum adminis on admin complaints

I have a valid complaint about an admin's administration of the forums, but I have nowhere legitimate to put it.

So I'm simply asking that the admin complaint forum rules be updated to allow complaints about administration of the forums. We certainly don't need a whole other board for it.
