better solution is to give the chaplain a locked locker with all his current locker contents + the null rod
leave the holy water there though, it should be easy to access by crew in case of cult or whatever

i have three other top secret characters as well.

Because there's not a chaplain 99% of the time and people need his null rod/holy water

It would probably make sense for the chapel office to have shutters for counselling or w/e but that wouldn't solve the problem unless they started down at roundstart.

I disagree with this and would prefer the rest of the station was made less secure instead. Being able to be completely protected from 95% of the crew in something like chemistry is dumb. Same applies to the chapel.

I also disagree with the idea that a late joining crew member should expect to find their office untouched, and a round start crew member should not consider their office secure.
The bureaucracy is expanding to meet the needs of the expanding bureaucracy.
