Poke' balls for mobs

We should have some manner of poke' balls for mobs that doubles as a containment device and heal/revive while making the revive time the same amount as cloning.

Lower the mob health better chances of catching, emagged maybe even capture live people and borgs when they're in crit.
To be robust is not about combat prowess, it is the state of readiness for the situation at hand.
