Redesign the SpecialRole Candidacy Popup

You know the verb in the Preferences tab. Right now its annoying to toggle antag roles on/off during the game, and we have been getting more and more recently. Can we get a new screen that allows us to see what roles we have enabled/disabled and let us toggle them? The current design seems really outdated.

I also think https://github.com/tgstation/-tg-station/issues/10011 Is a rather important feature.

You cannot access that screen whilst in-game. Only during the lobby at the start.

Any non-html popup like that unfortunately can't be edited as they're hardcoded BYOND things. Doing it without a popup would mean a whole bunch more of verbs in preferences tab and with the way that status tabs work in BYOND, I don't think you can have them display both information and verbs on the one screen.
