Return to lobby if preferences are unavailable

So I noticed this was never fully implemented, but it's a good idea. It's an option along with 'be an assistant..' and 'be a random job..' that would allow players to observe or choose from the available list if they do not get the job they want at round start. I know someone was working on this, but it's an idea I'd really like someone with knowledge of the setup code to look into implementing.

This would help a lot with the problems of "I readied up to be a chef and now i'm the captain please help I dont want to be the captain i'm new"
Its really a shame it selects head roles that are set to "NEVER" sometimes.

I'd have to modify it a bit since non-MODE antags get picked before jobs now too, but it could still totally work if people (and maintainers) wanted it.
