Give medborg surgery processor ability to tell next step

Because medborgs cant stick people on surgery tables, and without it you cant use computer. they can do experimental surgeries on their rollerbed but sometimes the surgery wiki is wonky, so it would be nice if the processor could be used on a person to tell you the next step. Also let borgs do experimental dissection
