Increase the material cost of printing upload boards

Proposal: Increase the cost of printing an AI or cyborg upload board to be equal to the current cost of printing a freeform law module (MAT_GLASS = 1000, MAT_DIAMOND = 10000) and add gold and/or uranium to the current cost of printing a freeform law module (to encourage the usage of other law modules (including the actual onehuman board, which is almost never used)).

Alternatively, make printing an AI or cyborg upload board announce both the printing of that board, the location that it was printed in, and the identity of the person who printed it to the entire station.
