Head wage control consoles

I'd always assumed this would be an intrinsic part of adding economy (as opposed to budget cards, which allowed heads to embezzle freely). It would allow heads of staff to reward or punish their employees by increasing or decreasing their wages between set thresholds. The captain could do this for heads of staff. Centcom, the captain perhaps. It wouldn't upset time gating if the maximum threshold is the one you gate by.
