Well i got an idea that could be the solution to that problem.
Introducing the Textile Factory! This machine, presumably pre-built in dorms but buildable by engineers is an ore-silo machine similar to a protolathe. The difference is that it has the ability to insert cotton and durathread.
It can make most clothing types, including some maybe advanced ones with special features (How about a battery-powered warming beanie?). ID-Lock should be in place for most of them, to prevent people from cosplaying as the quartermaster.
Also to make cotton and durathread worth it, how about clothing tiering. The advanced clothing has to be made with cotton and durathread, though you can add the materials to inferior clothes to give either a mood bonus for cotton or a little bit of armor for durathread. The third and lowest tier of material would be plastic, like nylon fibers.
