Anyone on the list will be perma'd and/or executed just because they might be rogue.

Also, on the briefcases: if you can use it to give antag to people they will murderbone. If you forbid murderbone they will valid. If you forbid valid by making it an instant conversion people will bitch because it's another conversion mode and takes away from the already barely-extant RP.

The instant security start going around just murdering people who are found on on an activator's list, activators will just copy their list to their notes at roundstart and burn it. Optional step of writing a new list on a piece of paper with different, completely innocent names on it and leaving it lying around for security to find.

Or hell, regular traitors just writing down the target list text on a scrap of paper with the name of their target on it and disposaling it.

edit: a tator goal of "get your orders from Pick Diggerson, the Shaft Miner, and accomplish them at all costs" would be neato. Minor-antag of syndicate courier who has the sole goal of starting with a set of documents and getting them into the possession of the agent, then escaping.

Thinking of ways this could work.

Courier - gets no TC or uplink, spawns with a set of secret docs (which can be an otherwise innocuous item, like it's got a microfilm dot on it or something). The secret docs do nothing until scanned with an unlocked uplink, at which point they provide the agent with their objectives. They're given the name of one agent, but can still greentext if they manage to identify another tator.
You are the courier. You have been provided with a set of secret instructions for one of our deep-cover agents, informing them of their mission. Deliver the documents, but otherwise you are to keep a low profile as we cannot allow communications to our field operatives to be compromised.
1. Deliver the secret documents to X. If you are unable to deliver your instructions to your agent, or the agent is compromised, attempt to locate another agent.
2. Escape on the shuttle or pod blahblahblah
The codewords are blahblahblah, the responses are blahblahblah.
Their first objective is completed when someone scans their documents with an uplink.

Deep-cover agent - gets an uplink but no TC, their TC are unlocked when they receive their objectives from a courier. Is not considered a full antagonist until activated. There may be more deep-cover agents than there are couriers.
You are a Deep-cover agent. One of several syndicate operatives who have infiltrated the station, with orders to keep a low profile until you receive your instructions. Once you receive your orders, you are to accomplish them at all costs.
1. Await instructions.
2. If no instructions received, escape alive and not in custody etc etc etc.
The codewords are blahblah, the responses are blahblahblah.
The only way to fail the first objective is if a courier has documents for them and nobody scans them. If no courier is assigned to them, or another agent scans the documents intended for them and takes the mission instead, they get their greentext (just so they can't be cucked by couriers handing their docs off to the first person they see with a revolver, and likewise encouraging Deep-cover agents to actually take the fuckin' mission and not hide from their courier all shift)
Once the deep-cover agent scans the documents with their uplink, both goals are replaced with those on the documents and they become a full tatortot with normal tatortot objectives. Maybe include a chance of getting the additional objective to ensure your handler survives.

I'm unsure of whether to give the couriers more than one name, or whether it's best to give them only the one and leave them to have to use codewords to track down another agent if something happens to their target early on.
