Everyone's thought of doing this when they try to play as space hotel staff. Abduct people and MAKE them enjoy their stay.
The teleporter is moved into the hotel security room. It's the sec officer's job to abduct people to the station and bring them to the hotel to be pampered against their will. The rest of the hotel staff's job is to cater to the guest's every need and to keep them from eacaping. Think of it kind of like an abductor round but with more polite staff.

if you give somebody an exile implant before kicking them out to the hotel it should in theory not allow them to return, meaning we effectively already have this

I thought exile implants were broken
No the gateway to activate the exile implant is un-operational. It does not have a generic (no destination) active state, it needs a map loaded in to activate & execute the exile implant.
