OOC flood limit.
Ok, so we get those annoying people who flood OOC with stupid messages (Mostly "JOIN MY SUPER KAWAII GOKU NARUTO SERVER!!!!!") until they are banned from time to time. It would be VERY easy to stop this, or at least severely reduce it, by adding a small limit, like, say, 3-5 OOC messages per every 10 seconds. Everyone who wants a legit conversation in OOC isn't hindered, and the flooding is limited severely.
I'm tired as fuck, so this idea probably isn't perfect. But if can be adjusted as needed.

No, absolutely not. It's gonna be annoying as hell. 10 seconds is a long fucking time. As a guy, who likes to break his chat messages into small ones, using pause between them for dramatic effect, just absolutely fucking not.
