Genetics is a broad science what are you getting at here.A geneticist is merely someone who studies genes. You're trying to argue that a chemist isn't the same as a scientist here. They are, you can just call them by their speciality.
A genomicist is still a geneticist. As is the same case in a biochemist still being a chemist.
Is a geneticist capable of giving a genetically female human embryo a penis? Why yes, they are. Will this genetically female embryo stop being female? Why yes it will. There is no way to give a penis without Y chromosome being present. To broadly specify that geneticist should just "splice the dick gene into the X chromosome" is wildly naive. It completely forgoes the fact that ALL genes in the Y chromosome are expressed alongside the fact it's crucial for all of these genes to be expressed so that the homeobox genes can actually develop the pee pee or what have you. Of course I could just forego all this shit and just tell you that to develop a penis you need the SRY gene which is in charge of the formation of the testes so unfortunately you will never get a naturally feminine no balls penis.
