Audio cue on local chat?

Audio cue on local chat?
A little idea I thought of when watching this SS13 youtube video:

Basically, everytime you hear someone speak ingame (not on radio), it would be punctuated by a small audio cue similar to the ones that have been added to this video. It could even be pitch shifted so each player has his own unique "voice" they can be recognised with.
The pitch shift could be part of character creation, or randomly chosen through a small range at round start.
Spam wise it could have a small per player delay before playing again.

It'd be neat if different races had different voicefonts

The sounds would have to be very carefully selected to be not annoying as fuck, otherwise any situation with more than a handful of people will be a loud mess
