Simply put, it's an admintool that saves an X by Y area of a Z-level to the server, or perhaps a number of overlapping squares/rectangles for more complicated structures.
Player-created structures currently feel pointless. It's yet another symptom of shortround syndrome, and I've been trying to think of ways to make it less of an issue. The solution I've thought of is the ability to save these structures onto the server for future use.
From what I've encountered, it seems quite viable. Admins already have the power to place precreated structures & ruins, such as the Syndicate Research Lab/Listening Post. So why not have player-created structures which an admin could use in the future? Even better, they can be used as the basis of randomly generated structures and ruins in future mapping with minimal tweaking, provided that they're complete enough to warrant saving in the first place.
tl;dr - let admins save structures that people build for future use.

I honestly don't feel like this will be used that often though. Like yeah sure admins might save an area but they probably won't use it again.
