Better medical system
Currently the medical system is a joke
It's an HP system you see in every FPS game but slightly modified
First of all: Surgery is a complete joke
Basically anyone can do it, you do not bleed at all during surgery and it is VERY easy to do with zero risks whatsoever. If you wanted to - you coulf make someone get up mid surgery and they would be perfectly fine strolling arorund the station with a gaping hole in their chest.
Proposed solution: Make surgery have you bleed heavily, require bloodbags or something for a good surgery.
Also a good idea would be to make so that there's a chance to screw up the surgery even without having the wrong tools, like if the patient is conscious ( how many times have you ever heard of a surgery on a conscious person ). Being medical personnel would decrease that chance and speed up the surgery.
The damage system is a joke too. You can be 1 hp away from death and healed back to full health using brute/burn patches and epinerphine autoinjectors.
Proposed solution: Have things like shock, cardiac failure and cardiac arrest, treated with cardiac stimulants ( epinerphine ), and, in deep crit ( cardiac arrest ) - treated with a defib or other shock method, because the current use for defibs is only revivals and stuns. Simple oxyloss medicine won't help them even if they are at 100% help and they'd require the meds and a shock anyways.

Like alright cool surgery is now a pain in the ass to do, but what's the benefit?

Agree that the current medical system is awful, and that while we might not want to go fully in the baymed direction there are plenty of ways we could make things more complex, which would make the medbay jobs less of a joke and would make combat less consequence free.

The current limb damage rework is an attempt to have a more modular health system, might be a good start

most surgeries require the last step (cautery or whatever it is) to heal the surgical damage, sure you can get up before it's finished but you'll be near crit

Taking agency away from the player in that way is fucking godawful design, I don't care how immersive it is, having to stare at the fucking sleep screen for 5-10 minutes is completely unfun for the player affected
Oh and to be pedantic brain surgery is done on conscious patients so the surgeons have immediate feedback on if they just vegetabled their patient

There is a reason why the medical system is the way it is, mostly because people who argued to change it to something more complex were met with some resistance from some people who thought a more advanced medical system doesn't fit fast paced rounds.
Personally, without an interesting medical system, the role of medical doctor is wasted and pointless.

Low hanging fruit should be removing the current "just shove them in a sleeper" approach but in a way that doesn't make MD entirely reliant on chemistry
Manually administering meds doesn't make things much more complicated but it's more involved than just dragging someone into a sleeper and pressing the correct button

The medical records system is completely underutilized at the moment. There really needs to be a reason to utilize it.
Another mechanic could make a reason to utilize medical records. Another mechanic such as adding failed treatments. Lets say the patient had a broken arm at one point, that you cannot use the same form of treatment twice in a row or it will fail for something so severe.
I think the medical records system alone would make medical doctors more viable to treating people.

Perhaps it would be interesting if spacemen wearing an ID would automatically have all sleeper chem injections recorded in their medical records (along with a shift timestamp)? For instance, if some one got treated with kelotane shortly after a laserfight with security, it might serve as evidence that they were near the scene of the battle. Additionally, it might just layer just a little bit more paranoia for when that crewman insists on using multiple brute patches instead of a couple drops of bicardine from the sleeper.
