I remember that, and honestly it seems absurd why anyone thought rng disarms was better for department defence. Before shoves, you had to rely on a fucking random number generator to put them into a stun which is a once in a blue moon save at best and by no means something you can rely on executing.
So the irony of the change was that it took a very unreliable (and extremely shit) mechanic that could be used to stun someone, with the intent of removing stuns from the game for being too strong, and replaced it with a stun that can be executed by literally anyone and can't be removed from you whatsoever, while also being quite reliable if you know how to apply it. Disarming an assailant was already good enough, and I think that stun change was more than unnecessary. I'd gladly take a disarm any day.
It was definitely a plus for departmental defence but it also turned every single spaceman into Jackie Chan. Wasn't it Nervere pushing for that the most? (Also honestly it felt like it was something that was only a problem because escalation is a dumpster fire and isn't solved by code problems without unintended consequences as a result)
