Enforcement will be less PC based and more common sense based with that goal in mind.

What Fren256 proposes is ignoring the spirit and intent of the rule, even though it is clearly stated on the official rules page.
Calling someone a ligger attacks a player's character on account of being a lizard. There are no IRL lizards to be offended by it, and it has no relation to the actual or perceived race of the player regardless of the origin of the word.

It's an obvious attempt to say a real-life slur without the consequences.

What consequences? Read the actual rule. There are no consequences to "saying real life slurs" per se, only using them to attack people on account of their characteristics.
