There's cops IRL who either don't know or choose to ignore that rubber bullets can kill so I think there is a degree of ignorance concerning them. I think this makes it easier to ding sec officers for misbehaving so they can't play ignorant when printing ammo.

It's worth noting that the "rubber bullets" we talk about in an IRL sense are massive 40mm chunks of rubber-coated metal that are designed to be fired into the legs or stomach of protestors. That being said, Fiocchi does make 12ga rubber buckshot rounds which are more similar to the ones in-game. Those are a lot less lethal unless they're intentionally shot at the head.
I like this idea because there's not really a good way to judge just how much damage these things do without actually hitting something with them. The shells themselves have combat information on them, but it's kind of misleading and this is a better, faster way to just go "Okay, maybe I use this instead of the other".
I think the more elegant way of doing it is to include the lethality of it in the examine for the item, but this isn't a bad thing. Clarity to players is never a bad thing, and I think Sinful's just REEEEing about hugbox at this point.

They probably do have smaller than 40mm, but the popular riot control ones are that size because that's also the size of tear gas canisters.

The corporate-mandated nuke, in which the crew must get permission from their corporate-mandated overlords to use, as per consent of the higher-ups and the owner of the station itself, the Captain, and in which the Captain/Disk-bearer themselves must manually arm, indicating consent from both parties, not only Central Command, to nuke what is ultimately Central Command's rental station (permanent, as long as they abide by the station rules) to the Captain. It's like a contract to allow the Captain to eradicate any on-station threats, the crew, and themselves, only after Central Command has the legal confirmation from the Captain in a form of two-factor authentication (disk and command console).
Centcom has legal termination policies for the employees aboard the station, but... quite literal. At least, I think it's legal if you consent to nuclear annihilation.
