There's already a decal painter in the code, it shouldn't be too difficult to expand on that and add departmental floor tiles and such.

I think the problem is less with extended itself and more with a general lack of stuff to do during downtime from the action. Nearly everything that goes on in game is driven in one way or another by antags, so it makes sense that removing them makes the game feel pretty incomplete. So how to solve ...

If tablets or an equivalent modular computer item are gonna replaced PDAs they're gonna need to be made a lot more user friendly. As it is they're just really unpleasant to use, and that's compared to the PDA which is stuck with an ancient UI and a default colour of shit brown.

As much as the dispenser is a bandaid solution I think trying to replace it with anything that requires juggling the 30 or so base chems we have is going to end really badly.
