I think this was mentioned earlier in the thread, but why not flip maintenance access? Security Officers gain it, and assistants loose it (in a perfect world). If a change would cause other balance issues, then it shouldn't be added. That kind of whack-a-mole dev process just results in a cluttered game where further balance improvements are even more difficult to accomplish.
