The problem with supply being the HoP's territory is that it's already the QM's territory and the QM usually tells the HoP to bugger off. If the QM didn't exist, and the job was merged with HoP:

1) HoP would have more things to do
2) QM would be a real head
3) No more QM/HoP conflict
